About Sammy Knapp

Sammy Knapp has 47 years of law enforcement experience, currently serving his 3rd term as elected Constable Pct 3 Collin County. He has 11 Deputy Constables and 3 clerical in our office in Plano. Sammy has lived in Collin County since 1980. Sammy has 7400 TCLOE training hours, master police officer certificate, and an instructor certificate. His past experience includes Solo Motorcycle instructor, Senior Negotiator, Comm Motor Vehicle inspector with Haz Mat and Cargo experience. Sammy currently serves  as JPCA District 9 Director, covering 34 counties from Ellis County to the eastern border of Texas and surrounding counties, past president of NTJPCA. Sammy retired from Plano PD after 29 years and also served with DFW Airport DPS, and Grand Prairie PD. He is blessed with 5 wonderful grandkids and 8 great grandkids and is married to Cathy Knapp for 43 years. He and his wife attend Prestonwood Baptist.

   Our duty to Collin County is to execute all legal documents delivered to this office in a timely, efficient and professional manner.  As well as to make all returns promptly and accurately.

 

   We show respect to EVERYONE and provide compassion and care to those in need.

Constable Sammy Knapp was first elected in 2012. With over 47 years of experience in law enforcement, Sammy saw a need for better gear and equipment for officers. Today, Constable Sammy Knapp has grown into a trusted leaderthroughout Collin County and the State of Texas.

With Collin County continuing to grow to over a million citizens, the need for experienced law enforcement is needed more that every.  Constable Sammy Knapp is humbled and grateful to bring his decades of experience to continue to serve our wonderful citizens.
